NEW YORK – Partnership Solutions, which supports and facilitates comprehensive health care and habilitative services for New Yorkers with intellectual and developmental disabilities (IDD), announced today that it has acquired the Alliance for Integrated Care of New York (AICNY), which works to improve health care for the same population and will continue to operate as AICNY under the Medicare Share Savings Program

“This acquisition expands our ability to serve and support New Yorkers with IDD with care tailored for their specific and unique needs,” said Partnership Solutions CEO Kerry Delaney. “Adding the AICNY to our family means more New Yorkers with IDD can benefit from our expertise and clinical programs, and we can expand our reach as advocates for this community’s health and quality of life.”

“Partnership Solutions is, like us, committed exclusively to supporting New Yorkers with intellectual and developmental disabilities,” said AICNY Executive Director Arthur Y. Webb. “We know our 4,000 members across the state will benefit tremendously from the expertise and reach that Partnership Solutions provides. This relationship will sustain access to primary care  that will directly benefit individuals with intellectual and developmental disabilities. ”

“It is very important that we ensure access to medical care for persons with intellectual and developmental disabilities. Partnership Solutions will sustain the model of care we have built over the last 10 years,” said Heather Brown of the Chautauqua County Arc, who chairs AICNY’s Management Committee. “As chairperson of AICNY for several years, I have seen how we can improve quality care while achieving savings without compromising our commitment to persons with IDD.”

Since its creation in 2021, Partnership Solutions has provided management and administrative support to healthcare organizations that help individuals with IDD receive the supports and services they need to live a quality life. Its partners include Care Design NY, which coordinates care for nearly 30,000 New Yorkers with IDD in 30 counties across New York, and Partners Health Plan, the state’s only health plan that exclusively serves people with IDD and operates in the nine-county downstate region.

AICNY was formed in 2014 by a group of Disability Service Agencies that operate Article 28 Diagnostic and Treatment Centers/Outpatient Health Clinics. AICNY currently serves 4,000 Medicare fee-for-service beneficiaries across various regions of NYS. A significant portion of the beneficiaries are people with developmental disabilities, making it the only one of its kind. In the five-year period from 2017 through 2021, AICNY was able to achieve Medicare savings of $15,791,856 through many quality & clinical improvement programs. Over 80 percent of the savings were shared with clinical members.

“AICNY is an ideal partner that will help us ensure a consistent standard of quality of care across multiple provider groups, improve quality of health of the community, and reduce health disparities faced by the IDD community,” Ms. Delaney said.
